CAEP Annual Reporting Measures

Council for the Accreditation of Educator Preparation (CAEP)’s mission is to “advance equity and excellence in educator preparation through evidence-based accreditation that assures quality and supports continuous improvement to strengthen P-12 student learning.” The education programs at Bloomsburg University are accredited through NCATE (waiting on CAEP approval). The following list of Annual Reporting Measures, which are required by CAEP, illustrate educator preparation and effectiveness to impact PK-12 student learning.

Measure 1: Impact on P-12 Learning and Development

Pennsylvania Value Added Assessment System (PVAAS) data demonstrate the degree to which PK-12 students within a teacher’s classroom meet the expected level of growth for students in Pennsylvania. The data include statewide institution scores as well as Bloomsburg University scores. Additional impact data can be found on the Employer Focus Group and Completer Interview studies included below.

Measure 2: Indicators of Teaching and Effectiveness

In addition to Pennsylvania Value Added Assessment (PVAAS) data, results of the Employer Satisfaction Survey are used to evaluate completer effectiveness in teaching. Additional information on teacher effective can be found in the Employer Focus Group study.

The Commonwealth of Pennsylvania uses two Teacher Licensure exams for educator certification. The Pennsylvania Educator Certification Test (Pearson) is used for PK-4 and Special Education certifications. Candidates for all other certification areas in Pennsylvania must pass the Praxis (ETS) exam in their content area. Title II Reports summarize passage rates on teacher licensing exams. The Commonwealth of Pennsylvania uses a sliding scale scoring mechanism which allows completers to achieve certification with varying qualifying test scores that are contingent upon graduating cumulative GPA. Title II Report passage rates in do not reflect Pennsylvania’s GPA-adjusted qualifying scores. Therefore, the attached tables contain a conditional green column which presents first time pass rates which include the PA pass rate under this regulation.

Measure 7: Ability of Completers to be Hired in Education Positions

The National Association of Colleges and Employers’ (NACE’s) First Destination Survey is utilized by Bloomsburg University to inform colleges and departments of career placement and perceptions of graduates. Ability to be hired is also reported in the Initial and Advanced Completer Satisfaction Surveys. A table of employment rates is also included.
